  1. Introduction and Background
    The Ohio Statewide Independent Living Council (OSILC) is seeking proposals from qualified consultants to conduct a comprehensive statewide needs assessment to inform the planning, development, and direction of the 2028-2030 State Plan for Independent Living (SPIL). The SPIL provides a strategic direction for the work of the Independent Living Network in Ohio consisting of the OSILC and the 12 Centers for Independent Living.

    The OSILC is a disability-led advocacy and planning organization promoting the independence, inclusion, and empowerment of individuals with disabilities in Ohio.

    We are seeking a data-driven assessment to inform our future work and priorities that center stakeholders input with focused areas of possible impact.

  2. Purpose of the Needs Assessment
    The overall purpose of the assessment is to:
  • Identify current and emerging needs of the disability community in Ohio.
  • Assess gaps in service, resources, or capacity.
  • Analyze barriers and unmet needs.
  • Gather stakeholder and community perspectives, especially those with lived disability experience.
  • Provide data-informed recommendations to guide future planning and decision making.

    1. Introduction and Background
      The Ohio Statewide Independent Living Council (OSILC) is seeking proposals from qualified consultants to design and/or assess outcome measures and service effectiveness across programs and services. This project is in alignment with the 2025-2027 State Plan for Independent Living (SPIL). The SPIL provides a strategic direction for the work of the Independent Living Network in Ohio consisting of the OSILC and the 12 Centers for Independent Living.

      The OSILC is a disability-led advocacy and planning organization promoting the independence, inclusion, and empowerment of individuals with disabilities in Ohio.

      We are seeking a consultant to assess areas where further improvement can be made to increase the reporting of our network’s effectiveness, simplify reporting structures, and align an outcome driven model with current federal reporting structures.

    2. Purpose of the Needs Assessment
      The overall purpose of the project is to:
    • Review current practices and structures of the network partners.
    • Assess the current federal reporting requirements for areas the network can enhance information to be efficient and outcome focused.
    • Analyze barriers and limitations of the network.
    • Recommend meaningful, feasible outcomes.
    • Propose efficient mechanisms to assess quality, satisfaction, and impact of the network.

    1. Purpose of the Needs Assessment
      The Operational & Network Capability Assessment will:
    • Evaluate how effectively the OSILC and Network of CILs functions as a system.
    • Identify operational strengths, gaps, and risks across the network.
    • Examine working relationships between organizations, leadership, and staff across the system.
    • Assess network needs for training and technical assistance.
    • Provide actionable recommendations to strengthen the network’s performance, sustainability, and accountability.
