What is a SPIL?
The primary duty of the SILC is to create the State Plan for Independent Living (SPIL or state plan). The SPIL is a guide for what the state plans to do to reach its goals for independent living. The SILC does this with the 12 Centers for Independent Living (CILs) in the state. We also ask input from individuals with disabilities, other stakeholders, and all segments of the public. It reflects the state’s commitment to independent living. A SPIL should reflect what people with major disabilities in the state need.
To truly explain the difficult problems and obstacles individuals with disabilities face alone and as a group, we must plan carefully and in an organized way. The plan covers three years.
